The Interagency Commission on historical education holds its first meeting

Presidential Aide Vladimir Medinsky chaired the first meeting of the Interagency Commission on Historical Education.

The panelists noted that there are two main ways of providing historical education: to form a solid basic understanding of the country’s past among the Russian citizens, especially the youth, and to counteract systemic attempts to falsify Russian history from abroad. That’s why the current situation with the teaching of history in secondary and vocational schools and measures to popularize the history of the branches of knowledge and technology in Russia became the main subjects of discussion. The participants drew attention to the need to improve the teaching of regional history, support Russian schools abroad and organize new formats for interaction between historians from Russia and neighboring countries.

They also discussed the issues of supporting historical matters in culture, art and cinema, and the role of the project "Russia is my history" in popularizing the national history. By the way, nowadays we have more than 20 multimedia historical parks that are working within the framework of that project. From 2022, you’ll be able to find exciting programs there to prepare schoolchildren for the Unified State Exam.

On a separate basis, the panelists touched upon the application of the statutory provision of the Federal Law of July 1, 2021 No. 280-FL "On Amendments to Article 6 of the Federal Law "About the Perpetuation of the Victory of the Soviet People in the Great Patriotic War of 1941-1945" and Article 1 of the Federal Law "On countering extremist activity”. It was confirmed that the norms of these laws mustn’t apply to the works created for scientific, educational, cultural, counter-propaganda and educational purposes.

After the meeting a number of decisions have been adopted. First of all, the Interagency Commission will form work groups in all of its endeavors and in implementation of paragraph 1 (a) of the list of instructions dated September 24, 2021 No. Pr-1806 following the meeting of the President with pupils at the All-Russian Children's Center "Ocean" on September 1, 2021, the Commission will get involved in the work on a comprehensive renewal of the methods of teaching history at the level of general education.

The state authorities of constituent units of the Russian Federation were recommended to use the positive experience of the All-Russian program "Victory Roads. Traveling for schoolchildren" in implementation of paragraph 3 of the list of instructions No. Pr-1806 to provide support for school educational tourism.

The Ministry of Justice of Russia, together with the Prosecutor General's Office of Russia, the Ministry of Internal Affairs of Russia and the Investigative Committee of Russia with the participation of RHS, RMHS and the Russian Book Union, were proposed to develop recommendations on the application of the norms of the Federal Law No. 280-FL and to hand them over to the industry communities.

The Interagency Commission on Historical Education was established by Presidential Decree No. 442 of 30 July, 2021. The commissioners were approved by the Presidential Administration Decree No. 652 of 24 August, 2021.

During the first meeting, the presidium of the commission was formed. It now includes the Director of the Foreign Intelligence Service, Chairman of the Russian Historical Society Sergei Naryshkin, the Minister of Education Sergei Kravtsov, the head of the project "Russia is my history", the Metropolitan of Pskov and Porkhov, the Chairman of the Patriarchal Council for Culture Tikhon (Shevkunov), the rector of Moscow’s State Institute of International Relations (MGIMO), the member of the Russian Academy of Sciences Anatoly Torkunov.
